Chinese Hackers Gained Access to Government Email Accounts, Microsoft Says

Chinese hackers intent on collecting intelligence on the United States gained access to government email accounts, Microsoft disclosed on Tuesday night. In a blog post, Microsoft said about 25 organizations, including government agencies, had been compromised by the hacking group, which used forged authentication tokens to get access to individual email accounts. Hackers had access to at least some of the accounts for a month before the breach was detected, Microsoft said. It did not identify the organizations and agencies affected. The new breach does not appear to be of…

Vetoes in U.N. Security Council Imperil Cross-Border Humanitarian Aid to Syria

The United Nations Security Council on Tuesday failed to adopt two rival resolutions to extend cross-border aid deliveries into northern Syria from Turkey, effectively cutting off a vital lifeline to about 4.1 million people in opposition-held territories. Russia vetoed a bid put forth by Brazil and Switzerland to extend one resolution for nine months, a compromise from an initial 12-month extension called for by the United Nations and international aid agencies. A second resolution put forth by Russia for a six-month extension was vetoed by Britain, France and the United…

Scientists Have Found a Hot Spot on the Moon’s Far Side

The rocks beneath an ancient volcano on the moon’s far side remain surprisingly warm, scientists have revealed using data from orbiting Chinese spacecraft. They point to a large slab of granite that solidified from magma in the geological plumbing beneath what is known as the Compton-Belkovich Volcanic Complex. “I would say we’re putting the nail in the coffin of this really is a volcanic feature,” said Matthew Siegler, a scientist at the Planetary Science Institute, headquartered in Tucson, Ariz., and who led the research. “But then what’s interesting is, it’s…

Janet Yellen’s Trip to China: 3 Takeaways

The deep chill between the United States and China moderated a little over the past few days as Treasury Secretary Janet L. Yellen held marathon talks with a new group of top economic policymakers in Beijing. Ms. Yellen used softer language for America’s economic strategy toward China, disavowing a term that had caught on in Washington but offended Beijing. Yet even though more talks are a likely outcome of Ms. Yellen’s trip to China, neither she nor Chinese officials retreated from their policy positions. That left the two sides facing…

Janet Yellen’s Trip to China: No Breakthroughs But 10 Hours of Talks

Treasury Secretary Janet L. Yellen came to China amid hopes that the United States could restart a relationship that has been deteriorating for years and had gotten off the rails recently over significant points of tension — including the war in Ukraine, a Chinese spy balloon that flew over U.S. territory and was shot down by the American military, and the two countries’ escalating exchange of restrictions on trade. After 10 hours of meetings over two days in Beijing, Ms. Yellen said at a news conference on Sunday that she…

Chips Make It Tough for the U.S. to Quit China

In May, Micron Technologies, the Idaho chipmaker, suffered a serious blow as part of the U.S.-China technology war. The Chinese government barred companies that handle crucial information from buying Micron’s chips, saying the company had failed a cybersecurity review. Micron said the change could destroy roughly an eighth of its global revenue. Yet in June, the chipmaker announced that it would increase its investments in China — adding $600 million to expand a chip packaging facility in the Chinese city of Xian. “This investment project demonstrates Micron’s unwavering commitment to…

Yellen Urges China to Cooperate More on Climate Finance

The Biden administration called on China on Saturday to do more to help developing countries combat climate change, urging the world’s largest emitter of greenhouse gases to back international climate finance funds that it has so far declined to support. Treasury Secretary Janet L. Yellen delivered the message during her second day of meetings in Beijing, where she is seeking to cultivate areas of cooperation between the United States and China. While China has expressed support for programs to help poor countries cope with the effects of climate change, it…

John Kerry to Visit China to Restart Climate Negotiations

WASHINGTON — John Kerry, President Biden’s special envoy for climate change, said on Thursday he would travel to China next week to restart global warming negotiations between the world’s two largest polluters. Mr. Kerry’s trip will mark the first climate discussions between the United States and China since August, when Beijing cut off talks in anger after Nancy Pelosi, who was House speaker at the time, visited Taiwan. The talks come as the highest global temperatures ever recorded, driven by the burning of fossil fuels as well as the climate…

Yellen Faces a Diplomatic Test in Her High-Stakes Visit to China

At her confirmation hearing in early 2021, Treasury Secretary Janet L. Yellen struck a tough tone on China, describing it as America’s most important strategic competitor and pledging to confront its “abusive, unfair and illegal practices” that she said were harming businesses and workers in the United States. Since then, Ms. Yellen has emerged as a voice of moderation in the Biden administration, embracing the mantle of economic pragmatism as the world economy copes with inflation and sluggish growth. The Treasury secretary has expressed objections to China’s record on human…

Yellen to Visit China in Bid to Steady Economic Ties

Treasury Secretary Janet L. Yellen will travel to China on Wednesday, a high-stakes visit that is intended to help stabilize the fraught relationship between the world’s two largest economies. The trip to China will be Ms. Yellen’s first as Treasury secretary and follows Secretary of State Antony J. Blinken’s visit last month. It comes at a moment of tension between the United States and Beijing following the discovery of a Chinese spy balloon traversing America earlier this year and Chinese frustration with the Biden administration’s efforts to block China from…
