“China has changed. As a result of this and China’s political decisions, we need to change our approach to China,” read the document, which has been considered a top foreign policy priority for German Foreign Minister Annalena Baerbock.
“Anyone who listens to China knows that it will assertively shape the course of this century. With the China strategy we set up a compass to guide our relations,” Baerbock tweeted.
Acknowledging China as a “partner, competitor, and systemic rival”, the document stated that Berlin wished to maintain a close and wide-ranging dialogue with Beijing on issues of mutual interest but would “become less dependent in critical sectors in order to reduce the risks they entail”.
The document also stated that to avoid long-term security risks to Germany, the European Union and its allies, Berlin would adjust its export control lists, especially in key technologies.
